Samantha Moore grew up in Ashtabula, Ohio. She attended the University of Toledo and graduated magna cum laude in 2004 with a Bachelor of Science in Criminal Justice. Samantha then moved to North Carolina and began working with the Guardian ad Litem Program as an AmeriCorps VISTA. A year later she was hired as the Program Supervisor for Columbus and Bladen Counties.
In May of 2009, Samantha graduated cum laude from North Carolina Central University School of Law, where she received the Outstanding Law Student Award from the National Association of Women Lawyers and the North Carolina Bar Association certificate for superior commitment to public service. While at Central, Samantha was a staff member of the Biotechnology and Pharmaceutical Law Review and earned publication of her co-authored Comment entitled No More Than A "Shot" in the Dark: Civil Liability Under the Vaccine Act in 2009. In addition, Samantha participated in the Women's Law Caucus serving as a two-term President, the Elder Law Pro Bono Project, and the Volunteer Income Tax Assistance Program.
